Süleyman Kamil Akın, President of the Chamber of Civil Engineers, said that although BTS has been in force for five years, it has not received the necessary attention. Stating that building completion insurance is a system applied in the world, Akın said, “Construction completion insurance must be mandatory in every building. For example, when you start housing construction in a place, you give the customer a guarantee that the construction will be completed. This must be put into action. Where there are risky structures made by Law No. 6300, there is a 10 percent guarantee requirement. Or you put this completion insurance. In my opinion, completion insurance should now become mandatory in all commercial structures ”.

HOW DOES TRANSFORM SPEED UP?

Making a proposal for the acceleration of urban transformation, Akın said, “When we ask for 10 percent coverage in urban transformation areas, we need to block 25 percent of the total cost in empty lands without urban transformation areas. Thus, we accelerate the transformation. When we give someone 10 percent, someone 25 percent, I prefer that I give 10 percent. You can even increase this up to 30 40 percent. In other words, instead of zoning empty parcels, an extra contribution can be made in order to transform the parcels with filled risky structures faster. Part of the completion insurance can be covered from the urban transformation fund. Completion insurance also prevents the cost there. If you are the owner of the land and we do not hand over your building, you will be a victim. With completion insurance I have to deliver it to you. This time, a different order is coming to the sector, ”he said.

Pointing out that there are uncompleted constructions in some parts of Konya, Akın said, “Complete construction insurance must become mandatory for the completion of these constructions. If so, all costs are eliminated. Housing completion insurance should become mandatory, the amount of coverage, which is 10 percent in urban transformation areas, should be increased to 40 percent in order to accelerate the transformation in areas without urban transformation. As such, we will get rid of the risky building stock as soon as possible. The contractor will want to quickly finish the structure he has in hand, rather than giving 40 percent coverage there. In other words, we will have both the insurance and the coverage. It will become a double necessity. He concluded his words by saying, "Whoever does not will be certain."
